Usually, the first layer height equal nozzle diameter.

I redid my entire calibration of the XYZ and I am still having a problem printing a test cube.
It looks like the problem is on the x-axis. The pulley's are tights and the belts are as tight as I can make them without them causing the extruder to start skipping.

Perhaps the filament does not stick to hotbed. Please try to smear a layer of glue, or spray a layer of hair sprayer.
