A10M control board fan not starting

After the first test print from the SD card I saw the control board fan is not starting on the A10M. I have near an A10 and its fan start as the printer is turned on.
I disassembled the top of the control box and the fan has no visible issues or smell. then I unplugged and plugged back to check for bad connection.
After the print I'm doing on the A10 I will swap the fan in order to check on another board.
Can anyone suggest something to do to solve the issue?

I suggest you use the multimeter to check the fan port voltage.
If you can get the voltage then it means the cooling fan broken.
If you can't get the voltage then it means the motherboard somewhere has a broken part.

I have a multimeter but i'm not able to reach the plug, it is in a corner under a nut. any suggestion?
