No, it is not normal. 100% should be 12V not 5V. If you get 5V you measure it wrong or something is wrong with your card. PWM output should give you 6V if fan speed is set to 50%, 5V is about 42%.

Sorry I made the mistake! :oops:
I check it, it's around 12V when the rate is 100%.
