Me creator problems

Hi, since i've got my me creator from christmas, I was never able to print a single good print.
Now, since a couple of weeks, my extruder does not heat, it says the temperature, the goal temperature, but never heats.
And, whenever I try to leave it to print, the nozzeler gets stuck
I'm using Abs at 250 degree Celsius
I don't understand what setting and speed to put, I would need help
I'm a beginner in 3d printing and please help me.

Only a good slicer setting can lead to good print. Tell me your nozzle diameter and filament diameter. I can share a good setting with you.
If the nozzle is really stuck, I think you have to use a thin copper wire to clean is yourself.
What is LCD displaying when heating extruder?

Hi, I have the nozzeler that came with the me creator from this site:

My filament is the following:

And when I start to heat the extruder, the LCD shows the following: 19.7/250, and stays like this until I just turn off my 3d printer

What about the connection of extruder? Is it connected to mainboard correctly?

I disconnected, and reconnected every wire, and my printer now works, but if you could please make me a good slicer, I use slic3r.

Assume that the filament diameter is 1.75 mm, and nozzle diameter is 0.3 mm. You can refer to the attachment.
If not, please tell me, I will leave another setting that is correct.
