Ok so once he printer has made a few layers I should dole he temp back down to 200?

No, set the tempterature to 200 degree before printing.

if i try to run at 200 it will not extrude at all. As is show in the picture i am attaching shows i get excellent prints till between 20 - 35 layers and then the extruder seems to block and the flow stops and I get stringy melted plastic instead of nice orderly prints.

Have you try another stl file ? Try it. I want to check if it's gcode issue.

Adjust the temperature to 210 degrees.

at 210 the e truder motor still skips, 220 is about the minimum i can use successfully

You can also refer to slic3r manual:
http://manual.slic3r.org/
To see if there is parameter need changed.
I use 0.3mm nozzle, 1.7mmPLA. So the setting I gave you is not necessarily the best one.

I adjust the slicer setting to a better one, but not the best, please try it.
