Voltage for hotend fans and extension board for A10M

Hello,
Back again, I have noticed something weird about the Geeetech extension board for the GT2560 V3 that comes with the A10M printer. Now I say weird because I have limited experience with electronics so it may be normal . Ok, so I put my multimeter on the blower pins and I get 24v, which is ok, yet when I put the multimeter on hotend fans 7/10 I get between 40- 140 milli volts, and I am not sure what I have done wrong, is something broken, or is it something in Marlin firmware that may be limiting it? Some help would be awesome!
