Printing with Geeetech Luminous green stringy

Got a 2week old A10 first time i printed off an Ocotpus from thingiverse full scale it came out ok
Ever since then it now won't print the initial base without webbing up and making a mess eventually causing clumps which catch and pull the base.
I re levelled the base many times still no good. Switched to Geeetech black filament worked absolutely perfect.
I saw on amazon review someone having similar problems and so i used their recommendations of the bed 5 degs warmer and extruder 5 cooler. Slight improvement but still no good with fluro, any help appreciated.
