Heatsink Fan not running

My printer is about a week old now. Ive had this consistant clogging issue using PLA. I basically get swelling PLA in the bowden tube just above the nozzle. After days of this issue and tring to find a fix I noticed my small fan that on the heatsink does not run during prints. Has anyone had this issue and is there a fix?

The fan on the front outside cage works but not the small fan inside the cage on the heatsink. Does that mean its broken and not some type of setting? That small fan should be running when, on every print right. The seller's solution would surely be to send it back for another one. Not something I'm looking forward to doing.

Just because this fan is used for heat dissipation and cooling, especially when printing for a long time.

What about a replacement fan? Although without taking it apart, I cant confirm its actually having power sent on the connection.

Hi, you may need to remove the cover first and then remove the fan inside to replace it.

Can you tell me when the inside fan runs? Is it like the outer fan and only runs after the first few layers? I need to know when to test the pins for power.

I tested the voltage from the two fan ports and got an inconsistent voltage. It will show quickly somewhere around 12 to 19 volts but quickly drops to nothing. Some times only showing 9 volts or lower.

I got a replacement fan today, plugged into the same port and it works. So it was definitely a bad fan. Geez, all the headaches from something that should have been working from the start.
