Marlin 2.0.x manual bed leveling issue

Has anyone else got issues with Marlin 2.0.x and manual bed leveling.
I've levelled my bed using the five step bed leveling process and it's all good. I'm using 2 sheets of a4 paper.
Then go to print and the nosel is grinding on the bed.
I then re-level the bed and make it so the paper has no resistance and then print. Still too close to the bed.

I'm having to try leveling on the fly which is not prefect.
Any ideas of what I can try.

Thanks William but it's not an issue with me leviling but more where the nosel sits when it's in manual leveling mode.
Its like it has different offset for leveling as it does for printing.

I have an A20 that has been printing great for the last 4 days since I bought the printer. Manual bed leveling, has been fine.

I decided to upgrade the firmware to 2.0.x with 3D Touch and know I have the same issue. I can't seem to figure out how to do the a manual level.

The hot end keeps ramming itself into the glass bed.

Andy suggestions?
