Power supply issue?

My Geeetech A10 with Gt2560 v3.0 stopped working with Lcd flashing.
With multimeter i tested all fuse and they are ok. All fans are not working. Power supply S-360-24 has only 10V of output voltage. It has to be 24V or 12V? The problem is too low voltage?

HI, all the fans need 24 v or 12 v, you can lifting voltage.
