I've tryed adjusting Z-offset > Flowrate> more infill.
anyone any idea how to fix this.

In the YouthQuest Foundation's Lab, we've had similar problems with Cura when creating files for both the Geeetech and JellyBox printers. It appears to us that the problem may be computer specific. We can slice using one computer and it will work. When we try it on another computer (HP) with what we believe to be the vary same settings we do not get a good top layer.
Version 3.6.0 works with my MSI notebook. But, slicing the same file on an HP resulted in no infill.
We're wondering if it has something to do with the difference in graphics cards processors.
Now that we are buying more Geeetech printers we are more motivated to resolve this issue. If we come up with a solid answer I will get back to you.
I just copied every single profile setting on my MSI, which ALWAYS works, and will make sure the HP giving us back prints has exactly the same valuess for EVERY setting. If it still fails, we know it is something aside from the settings being used and we can begin talking with people about computer dependencies more specifically.

we had a similar problem and solved it by uninstalling Cura *and* deleting user related folders on the computer which produced unexpected results.
It seems the issue was caused by some setting we made visible, changed and reverted back to invisible. I had the impression that Cura doesn't change settings that are not visible and non-standard, even if you load a profile.
As a general hint on layers over infill i'd suggest taking care that the upper layers are perpendicular to the infill shape, for example:
* Infill Triangle with Angle 0 and Upper layer Lines with Angle 30, 90, 150 for overall circular or "organic" models. Circular models might work better with Concentric upper layers.
* Infill Grid and Upper layer Lines with standard settings or Infill Angle 0 and Upper layer Angle 0, 90 for rectangular models.
Try these settings and inspect the result layer by layer using Cura's layer view.
Edit: You might also want to reduce the speed of the upper layer or fiddle with the fan speed.
