Lack of extrusion at start of every layer

Hi,

I've been having a problem for a couple weeks now, just can't solve it. Tried a lot of things with little improvement.

Basically the first section of the outer wall of each level after the first 2 layers are faulty. I've attached some photos.

Few of the things Iv'e tried is lowering the travel speed of the outer wall, lower the extruder retraction amount and speed, Level the bed and few other things. The best I could get still isn't good enough.

Any help or advice appreciated, I'm a beginner to 3D printing.
