How to Set Default Control Box Fans Speed?

I changed out the control box fans in the A30 printer so that it will run quieter. However after changing out the fans I noticed that the new fans don't turn on unless the fan speed is set above 97%. Is there a way to set the default fan speed for the control box to 100%?

there is now way to control these fans, u can solder a resistor into the wire

Thanks! I figured out that my fans don't like the PWM that apparently the GTM32 Mini outputs. I read somewhere else that a 100uf capacitor will smooth out the PWM signal enough so that that the fans will work at lower speeds. I think I'll give it a try!
