Prusa i3 Pro C Power supply faulty?

After building my Prusa i3 Pro C from Geeetech I'm trying to diagnose an issue with printing. When setting the temperature for the heat bed and extruders, the power seems to cut out (fans disabled, and some of the LEDs get disabled). This is only fixed if I reconnect the USB cable (or if USB is not connected, cycle the power supply). In some cases the red light on the gt2560 stays lit for a short while, and it also seems to depend on which part is set - e.g. heat bed always causes a crash, extruder 0 nearly always, extruder 1 sometimes. Sometimes the power supply makes a faint whining or grinding noise.
1st video with USB connected to octopi, after setting preheat temperature via the LCD panel, voltage drops to 0.17v.

2nd video, after disconnecting USB and only using power connector and controlling via LCB panel, after setting Preheat All voltage drops to ~4.7v
