I have checked the Mosfet LEDS for both hotbed and hot end - both light up during heating.
I have also used a multimeter to check the resistance for both Hot Bed (1.7 ohms) and Hot end (3.8 ohms)
Warmest the hot bed can seem to get is 45 degrees centigrade.
Hot end also seems to take forever to get to temperature.

how's your power? did you get a 12V output for the bed and hotend? And remember to switch to the supply power of your own country, 220V or 110V, if wrongly selected might burn out the board.

I checked the voltage output for both the Hot end and the hot bed, both were below 12V
The hot end was ~7.9 volts and the bed much less at ~6V
How do I switch the power supply between voltages?

Re: I3-X Heating bed not reaching temperature
there's a trimpot beside those ouput pins of the PSU, you can rotate it to adjust the output voltage.

You could try useing a second powersupply for your heat bed useing one of these to hook the heatbed one in
