X-Axis Belt, how to install it

I just don't see how the X-Axis belt is supposed to go on the back of the Extruder bracket. The illustration shows the two ends of the belt being wrapped around the little blue "gears" and tied off with zip ties but there isn't enough space for me to get the belt around them. Any suggestions? Are those little "gears" supposed to move? They are completely frozen. Thanks

Thank you. There was no way my belt was going to fit around the little blue "gear" things as in the video so I improvised. It seems to be working fine. Thanks!
