GT2560. Is that an error?

My GT 2560 board was broken and I bought a new one, but it didn't work. A friend of mine told me that the problem could be that the +5V and +24V and welded togehter (I don know about electronic issues).

The thing is that I am seeing the pictures of the web where I bought it (lightinthebox), and I can see those connectors welded, as you can see below (the 4th picture):

But in my old board and others I can see by internet those connectors are not welded, like that (2nd picture):

And I am wondering if the board I have bought is defective or it is just a sillyness and is not the origin of the board doesn't work

You should ensure your Power supply unit works well
(Check the voltage of power output is 11---13V)

Thank you William. The power supply works fine. It send 5V and 12 V to each connectors of the board. But I wonder it those board is receiving 12 V instead 5 V because of the positive connections are welded.
