Don't worry.You can have a try.The fans will get the power supply from the PSU directly after you do that.

Hi. I tried it and my fans come to life...also pwm fan works properly. But why? What is the difference between cap on jp2 or not? Only powers on fans?

Hi,
With the cap,the fans will get the power supply from the PSU directly(Your DC output is 12V,and your fan's operating voltage is 12V too,so it's OK).
And without it,the fans will get the power from a regulator chip.

So the chip doesn't work properly? But on the voltage regulator i have 12V...

It is possible some other around the chip doesn't work properly...
