X & Y Axis motors weak Zwon't turn at all

This is my first 3D printer it is the geeetech I3 aluminum with Sanguinololu V1.3A
I finished the build and powered it up everything seem to work. using the display control went to home
it and the X steeper motor made a loud grinding noise and was jerking trying to go to home
then the Y axis did the same the Z only hummed.

I then loosened the belt tension on the X and Y did the same just a little better. As far as the Z I removed the threaded rods
so no load on the steppers still only a high pitch hum.
separated the Z axis and moved it to the Y axis and tried to move it using the move axis it was jerking also like the Y axis was doing.
Also the motors when moving homing or in move mode it take no effort to stall it with only 1 finger with very light touch.
Wiggled the connectors trying to see if it changed anything and did not.

Following other post of similar problems checked the following
Checked the voltage on the power supply 12V, check the voltage on the drive modules and it is .9 to 1.1V
reinstall the firmware.
So I'm at a loss at this point, Hopefully someone who know what is going on

when you power off the printer and manually move the axis back and forth, will it get stuck? maybe your rods are too large or the bearings are defective.
Also how's the subdivision of your driver boards? are they all 1/16 microstepping? maybe the jumpers are not correct connected.

Thank you Mark no jumpers under the drive
installed the jumpers under all drives, works like it should.
