It sounds like you are getting poor adhesion between the bed and the first layer. Try this: - level the bed using the sheet of paper method, but make sure you level it only in the area where the dog will print. Have you tried reducing your jerk via the control screen?
Cura also has a jerk control setting, though I fixed my y-axis shifts by changing the value y jerk via the machine's control knob and screen.

I don't have an idea but I can confirm your problem. I had the same issue with my A10 and 3DTouch. I spent hours laying on the floor with my eye at bed level, making fractional mm adjustments, but it would always do the same thing you report. I finally gave up and tossed the probe into my parts box....

Are you able to use the LCD to move the Z-axis? The option is either in Prepare or Control. If you are able to cause the Z-axis to move using the interface, then the problem is probably with your leveling method. My A10 bed was uneven out of the box, so that may also be an issue.
